There are various reasons why your blog is not qualified for AdSense. The most common problem is simply due to the fact that your blog is lacking original contents. One of the AdSense Eligibility Requirements for Blogger specifies that your blog has to have unique and interesting content. Google Question Hub may help you to identify suitable topics that you can write.
Currently, this tool is only available in India, Nigeria and Indonesia.

One of the method in order to create a blog with high quality article is to identify content gap. Google process at least 3.5 billions queries everyday. However some of the queries may not be available on Google search result. Sometimes, people may ask questions on Google but they are unable to find the relevant search results. You can fill this gap by writing an article which explain the unanswered queries or questions.
Google Question Hub is basically an online tool which collects the unanswered questions
asked by people in Google Search. These questions can be classified as content
gap because a lot of people may seek the answer but it is not widely available on the internet. You are given an opportunity by Google to answer the questions through your articles.
Before you proceed to use Question Hub, I suggest you to sign up for Google Search Console first. It will be necessary to asses the performance of your article later on in Question Hub. Follow the following steps to use Question hub for Blogger:

- Step 3 : Answering the Question
- Step 4 : Assessing Answer Performance
You can directly go to https://questionhub.google.com. You will be required to sign in to your Google account and give permission to Question Hub. Use the same Google account which connects to your Google Search Console.
After that you will be redirected to a page in which you can add your blog. If you have already added your blog to your Google Search Console, you will see them in this page. You can add more websites or remove the websites later on after you finished your registration. For now click next.
Then you will need to set your preferences. You can select the language of the questions. I choose Indonesian and English. You can also choose the Country in which the questions were asked from. For example, I can choose India to see what kind of questions do the Indians ask and I'll be able to answer questions asked by Indians. You can change this in setting after you have finished the registration. Click "Get started".
Once you have finished the registration process, you will be able to add questions which you can answer. Right now there are 25 general topics ranging from entertainment to science. If you select one of the topic, you will to find the sub categories in which you can add.
For example, I choose Finance as the topic, then choose cash as the category. Every time I push "Add" button in cash, 10 questions will be added. You can keep pushing the button until no more question is available.
You can add questions from multiple topics and categories. I don't recommend you to add to many all at once for the first time. Click "Done" after you have finished selecting the questions.
Now, you will be able to see the questions that you have added. You might be surprised what kind of questions do people ask. Not all of questions which appear in Question Hub are answerable. Some of them may be gibberish or illogical.
You need to find questions which you can answer confidently. Then, you may begin to write an in-depth article to answer the question on your website.
Once you have published the article, you will be able to put the link to that specific question. You can hover the question in Question Hub, and you will notice that there's "Answer" and "Dismiss" button. If you click on "Answer" button, a pop up in which you can submit your article url will appear. If you are not interested or unable to answer a question, you may press the dismiss button.
When someone else search the same question in Google, your article, if it is really relevant, may get recommended to that person. This will increase the organic traffic of your blog. Moreover, if you create an article based on unanswered question, it means that the article is unique and thus you may get a better chance to qualify for AdSense.
For example, one of the question in English language asked by people from India generated from Question Hub is "How do I get AdSense for my Blogspot?". I can write and article based on that question and link my article to it.
Sometimes you will find that some questions are similar. You may submit an article url to multiple questions if they are related.
Once you have linked your article to a question, you will be able to track the impact. Click on Performance tab, you will be required to grant access to your Search Console. You will be required to sign in to your Google account again.
You will be asked to grant permission to Question Hub so that it can take a look at the relevant Search Console data. Click "Allow".
Once you have done that, you will be able to see the Performance tab in Question Hub. You will be able to track which questions that you have answered with your article url. You be able to track how many clicks do the article gets.
You will also be able to see your link impression. It refers to how many time your link appear in Google Search result. It may be able to give you some insights on what type of articles are popular.
Conclusion
Google Question Hub is still in its Beta phase right now. It is still only available in limited regions. However I think that Question Hub is interesting tool to use. Instead of rewriting articles with generic topics, we can create a writing which directly answer what people want to know. It encourages research and originality.
Internet is cluttered with unoriginal contents and similar rewrites. Google Question Hub may be able to bring new value to Blogger which right now is sadly associated with spam websites. Now you will be able to deliver a fresh content that has not yet widely available on the internet with your Blogger website.
